Jack's 'Condign' Page

The 'Condign' Report is a major government study of UAP (in America, "UFOs") by The British Ministry of Defence. It provided some of the background material for my Plasma Page.

Summary of the “EXECUTIVE SUMMARY”

‘That UAP exist is indisputable. The cause has never before been credibly accounted for. The study correlates data over a 30 year period with the better data covering a period of 10 years. The study makes a conscious effort to take a strictly scientific approach. The conclusion is that the following account for these sightings: 1) Misidentifications of man made and natural phenomenon; 2) Reports of natural phenomenon, and 3) Incidents of relatively rare phenomena that may be on the rise due to natural changes and man made smoke and dust.’ 

No evidence of the objects being under any control other than natural forces exists. Meteors and some lesser-known effects of meteors are responsible for some UAP. 

‘UAP have occurred throughout history and considerable evidence exists to support the thesis that these events are due to physical, electrical or magnetic phenomenon in the atmosphere, mesosphere and ionosphere. The conditions for these (buoyant plasmas) to be formed and the scientific rationale for sustaining them for significant periods is incomplete or not fully understood.’ 

‘Occasionally, and possibly as the exception, a field with undetermined characteristics can exist between buoyant plasmas in loose formation to create an area from which the reflection of light does not occur. This is often a triangular shape and can be hundreds of feet in length.’  

The close proximity to plasma fields can adversely affect persons and vehicles. A (probably) modulated magnetic, electric or electromagnetic (or even unknown field) appears to emanate from some buoyant plasmas. 

The Executive Summary re-emphasizes that a relationship between plasmas and magnetic fields to UAPs was an unexpected finding.

 


1. Two Notable Weaknesses

The Weak Areas of the Study:

1. Conditions for the formation and duration of meteor plasmas are not fully understood. Other types of plasmas might be better-understood. For example: 

(From Working Paper 19): Mukhavarev (Russia) states that aerosols can accumulate electrical charges as occurs in thunderclouds. A sustaining force (laser) can also move (and energize?) such plasmas. Once this force is removed the dust falls under gravity. So, the equilibrium of the charged particles in the medium (plasma) is determined by external conditions. The aerosol cloud has a mass of only a fraction of a gram, resulting in an absence of inertia that accounts for the amazing accelerations and maneuverability of these objects. They can be attracted to aircraft if within about 10 kilometers. 

2. The study mentions (in bold) an unknown “light absorbing” field that creates a false solid appearance between several plasmas. This may actually be old news (though it’s unknown when this information was publicly released). Check out the following Master’s thesis (one paragraph of it):

2. Is There a Rift Between the U.S. and Britain?

Americans and the British are normally aligned on the most significant global issues. The UFO topic is a curious exception – at first glance. Why would the British release something like this without somehow coordinating with their U.S. counterparts? It may be that there are major cultural differences on this topic.

Americans have been indoctrinated into a “flying saucer” culture. This began with 1930s sci-fi (updated in the fifties) and has grown as both entertainment and to-be-proven “fact” in the mind of the public. “Flying saucers” (I suspect) have been used as a cover story. The belief, I suspect, hasn’t always been discouraged by certain agencies for certain specific and general purposes. We have over sixty years of indoctrination into this belief and there is a very popular UFO Industry to keep things going. Our culture differs radically from the Brits on UFOs. At the same time, the Air Force has stated that about 3% of UFO reports are truly unexplainable. This position has yet to be updated (because there is little to no public interest in a UFO explanation that does not include space aliens). The British public is more open to other explanations, it would seem.

If you suspect ‘Condign’ to be information warfare (some do) it must be for very different reasons than Americans would assume. You might even arrive at the conclusion (as I did) that there is very little likelihood that the report is a deception. But, to play Devil’s Advocate, ‘Condign’ could be an effort to undermine the growing Exopolitics movement in England (which I believe is a Doomsday cult), just to show an example of an imaginary motivation that has nothing to do with the U.S. I think it makes sense to take the report at face value until there’s a reason not to. So, there is no rift on "UFOs"/UAP between the U.S. and England.

security classification) Executive Summary. This summary looks at collision risk for aircraft, foreign military interest in UAP, and possible strategic threats (and exotic possibilities).

Chapter 1 Radar Detection Of UAPs In The UKADR
Interesting items regarding current flow in the atmosphere and possibility of aircraft becoming 'charged' and encountering other charged bodies (page 4). Requirement of plasma to have a minimum electron density in order to be detectable to radar, but other variables are discussed. Reflection is dependant on the the radar operating wavelength and the irregularity of the plasma (which sounds to me like phase cancellation). Plasma Cylinders & Vortex Rings. Near field vs. far-field.
Summary of UKADGE radar performance against plasmas. A lot of this is redacted, but a distinction is made between laboratory and atmospheric plasmas. Overall, the small number of 'radar cases' is accounted for.

Chapter 2 (page 8): Potential UAP Hazards To Aircraft
In short, it is highly advised that the greatest hazard to aircraft comes from taking extreme evasive manoeuvres and that plasmas are rarer above 20,000 feet. Plasmas are less likely to be visible during the day and rarely have a 'solid' appearance. A fatal accident might have occurred while flying low and fast and then taking evasive action. Evasive action is the greatest threat to aviation.

Chapter 3 (page 5): Potential For Exploitation Of UAP-Associated Effects
One reason for this entire analysis was to look for military applications for the phenomenon. Redacted content. Exotic vehicles are considered and the arguments for and against are mentioned. Suggestion that mass-less life could exist elsewhere in the universe and that “UFO” researchers have attributed such life forms with a technological capability that can also be explained with buoyant charged plasmas. Potential applications are redacted.

This section deals with a Russian project during the Cold War. It includes Signature Control as a cloaking mechanism by modifying plasma ionisation.
Spherical Formation In The Atmosphere
A 1995 Russian review correlates spheres to human activity (missile launches, atmospheric pollution). It mentions the size difference as compared to ball lighting (with the spheres being much larger). Proposed Theory: This is a mathematical formula. Anybody pass calculus?

Summary: The Russian theory has distinct similarities to the UAP model produced based on the UK database.

"NASA & A Space Program for the New Century"

Why Nobody Cares About Plasma (or The Electric Universe)

I'm extremely impressed with all of the EU scientists. Many factors suggest that they will proven correct that our Universe operates in large part based on electrical interactions.

Public scientific belief (in America) is based on science fiction. We have a great entertainment industry. This is why the American public will not accept any "UFO" explanation from their government that does NOT includes space aliens. So "the government" doesn't say anything. The belief originated with 1930s sci-fi writers. Through the power of suggestion, public sightings would later be reported that matched the fiction. This happened in several waves, all of them first appearing as fiction. Historically, it seems to take about 10 years for a new idea to sink in. Our Space Program is based on the search for E.T. (as is a hugely expensive SETI program). In fact, it may be known by some that there could be life forms that we would not even recognize as living things. Sell that idea to the public and see what happens!

Perhaps science fiction simply plays the role of properly preparing the mind to see additional truths?

IE, once the issue has been enumerated in science fiction and thoroughly poetically explored, perhaps the mind will then be less reticent to accept those things as assumptions for future mental exercises. In other words, science fiction is in and of itself a "suspension of disbelief" and a "tentative acceptance" of particular scenarios and world views not necessarily widely in evidence in day-to-day life.

I think it's the suspension of disbelief and tentative acceptance that are the key to side-stepping the usual lines of cynicism and disbelief that accompany new or different ideas. An interesting concept. Hadn't considered it from quite that angle before."

Suspension of disbelief came, in the last century, from sci-fi writers and Hollywood movies. Then you also have to add in the most important factor, the power of suggestion. Humans are highly susceptible to that. It can come from various sources - even the beliefs of good scientists and engineers can be influenced by this. Such was the case with "flying saucers". MUFON has a great many aerospace engineers. They followed the above scenario.

EU theory did not originate in this manner. Neither is it in the public mainstream or part of our Space Program. All of this also together suggests that actual science (such as the Space Program) can be driven by a very unscientific public.
